Innovator Founder and the White Paper: promises versus progress

The May 2025 White Paper reportedly promised to review the Innovator Founder route and ease the student transition. What has happened since, as of October 2026.

The May 2025 Immigration White Paper set the direction for much of the UK's immigration policy since. For Innovator Founders, practitioner commentary reports two specific commitments: the route was under review with the objective of increasing its use and effectiveness, and the government proposed easing the transition from student visas to Innovator Founder.

Seventeen months later, it is fair to ask what has happened. This scorecard compares those two commitments with what has been delivered, what is still in progress and what has moved in the other direction, using official sources and clearly attributed practitioner commentary.

The scorecard

Ease the transition from student visas to Innovator FounderIn-country switching after course completion; PhD students after 12 monthsDelivered

On the face of it, one out of two delivered and one in progress is a reasonable record for seventeen months. The detail is more mixed.

Commitment 1: ease the student transition — delivered

The Home Office caseworker guidance for Innovator Founder (version 11.0, 4 August 2026) sets out the switching rules for students:

  • you must have completed the course on your Confirmation of Acceptance for Studies (CAS), or one covered by ST 27.3 of Appendix Student;
  • PhD students must have completed at least 12 months of their PhD;
  • caseworkers check the CAS end date, but may accept earlier completion shown by evidence such as a results transcript.

Practitioner commentary, including DavidsonMorris's summary of HC 1333 (laid 14 October 2025), dates the change from 25 November 2025.

Two limits are worth knowing. First, the switch still requires a full Innovator Founder application: an endorsement, 70 points, B2 English and the financial requirement if you have been in the UK for less than 12 months. Easing the transition did not lower the bar. Second, some students cannot switch in-country at all — the guidance excludes Short-term Students, for example. See Who cannot switch to Innovator Founder and PhD students and the 12-month rule.

There is also a separate rule for scholarship holders: if, in the 12 months before applying, you had a government or international scholarship agency award covering both fees and living costs for UK study, you need that sponsor's written consent.

Commitment 2: review the route — in progress

The review appears to be taking place through the Migration Advisory Committee. Around 5 March 2026 the MAC announced a call for evidence on the Global Talent and Innovator Founder routes as part of a review of how best the immigration system could be used to attract international global talent to the UK. It closed on 1 May 2026. Respondents included endorsing bodies and individuals on Innovator Founder visas, and the questions covered experience of the route, its impact on the UK, and whether it targets the right people.

We have not seen an official statement that the MAC review is the White Paper review, so treat the link as our reading. Either way, the review has not reported. See The MAC Talent Review and Innovator Founder and our labelled scenarios in What the MAC review could change.

Use and effectiveness: what the numbers suggest

The White Paper's stated objective was to increase the route's use and effectiveness. We do not have figures that measure overall use directly. What we do have is practitioner analysis of Home Office statistics for the year ending June 2026, published 27 August 2026:

Measure (reported analysis)Figure
Grant rate, out-of-country79.2%, lower than a year earlier
Grant rate, in-country74.8%, lower than a year earlier
Dependants as a share of out-of-country Innovator Founder visas issued49%

These are reported analysis rather than official headline percentages, and grant rates are not the same as use. But a falling grant rate is not obviously consistent with a route becoming more effective. Free Movement commentary reports that many specialists say these routes largely fail to work in practice and that repeated amendments have made them harder to obtain.

Developments that cut the other way

Some changes since the White Paper make the route harder or more expensive, even if they were not aimed at it specifically:

  • Fees rose on 8 April 2026: £1,274 to £1,357 outside the UK, £1,590 to £1,693 inside, and £3,029 to £3,226 for settlement, per person. See The full cost of the Innovator Founder visa in 2026.
  • The Graduate visa shortens: 2 years if you apply on or before 31 December 2026, 18 months from 1 January 2027 (3 years for PhD graduates). Graduates have less time to build a business case before switching. See The 18-month Graduate visa and founders.
  • The endorser pool is narrow: three Business Endorsing Bodies, unchanged since 2024, plus the invite-only Global Entrepreneurs Programme, which was limited to Innovator Founder on 16 March 2026.

On the other side, the earned settlement proposals, as reported by practitioner commentary, would keep a 3-year settlement route for Innovator Founders while most routes move to a longer baseline — but they have not been implemented. See Earned settlement: where it stands.

What founders should take from this

  • Use what has been delivered. If you are a student who has completed your course, in-country switching is available now under the current guidance.
  • Do not wait for the review. There is no published date for the MAC report, and recommendations are not rules.
  • Budget on the current fees. The April 2026 figures apply.
  • Be realistic about the bar. Easier switching has not made endorsement easier. A strong, well-evidenced business plan is still the core of the application.
