HC 584 is the Statement of Changes to the Immigration Rules laid on 3 September 2026, with most of its changes taking effect on 8 October 2026, according to practitioner commentary. If you scan it for the words "Innovator Founder", you will not find a headline change. That does not make it irrelevant. It contains procedural amendments that apply across routes, it touches the family and staff routes that sit around many founders, and its most important feature for founders may be what it does not contain.

This article sets out what has been reported about HC 584, why almost none of it is Innovator Founder-specific, where the procedural changes could still matter, and what it left unresolved.

What HC 584 is reported to change

Statements of Changes bundle amendments across many routes. Practitioner commentary, including Free Movement's write-up, describes HC 584 as focused on four areas:

AreaRoutes reported as affectedDirect relevance to Innovator Founders
Modern slavery victimsSkilled WorkerIndirect — matters if you employ sponsored staff
Erasmus+ reassociationVisitor and StudentIndirect — may matter to student founders or visiting collaborators
Domestic abuse dependantsDependant provisionsIndirect — family members on dependant routes
Procedural amendmentsFee waivers, variation applications, biometricsPotentially direct — procedure applies to every application

The commentary we reviewed does not report any change to the Innovator Founder points table, endorsement requirements, financial requirement or settlement criteria. We have not seen a detailed breakdown of the procedural amendments that would let us say exactly how each one works, so this article does not try to. If any of them could apply to you, read the relevant part of the Statement on GOV.UK or ask an adviser.

Why almost nothing in HC 584 is founder-specific

The Innovator Founder route is small and endorsement-led. Most of its substance sits in the Appendix Innovator Founder and in the Home Office caseworker guidance, which reached version 11.0 on 4 August 2026. The only change in that version was updated references to immigration bail under the suitability provisions — and that came before HC 584.

So the founder-relevant content of 2026's Statements of Changes has mostly been indirect: changes to the routes your co-founders, staff and family are on, and changes to general procedure. HC 584 fits that pattern. For how it compares with HC 1691 and HC 259, see the 2026 Statements of Changes scorecard.

Procedural changes that can still bite

Procedure is where otherwise strong applications fail. The Innovator Founder caseworker guidance sets out validity requirements that every applicant must meet:

  • the fee and Immigration Health Charge paid;
  • biometrics provided;
  • a passport;
  • an endorsement letter issued no more than 3 months before the application date and not withdrawn;
  • the applicant aged 18 or over.

The guidance also says that where something fixable is missing — for example, the Immigration Health Charge not paid for the full period — the caseworker will normally write to let the applicant fix it. That is a safety net, not a plan.

HC 584's reported procedural amendments sit close to these requirements.

Fee waivers. Most Innovator Founder applicants pay the fee in full: £1,357 from outside the UK or £1,693 inside, per person, from 8 April 2026. If you, or a family member applying with you, intended to rely on a fee waiver, check the amended provisions rather than any earlier guidance or forum post.

Variation applications. If you need to vary an application that is already pending, the rules on how that variation is treated can matter for validity and for your position while you wait. HC 584 reportedly amends this area. If you are considering a variation, take advice on the current wording before you act.

Biometrics. Biometrics are a validity requirement in the caseworker guidance. HC 584 reportedly makes procedural amendments here too. Follow the instructions you receive for your specific application and do not assume a process you used on a previous visa still applies.

The indirect effects: staff and family

Two of HC 584's main areas touch the people around a founder rather than the founder.

Staff. The modern slavery changes concern the Skilled Worker route. If your business sponsors or plans to sponsor Skilled Workers, this is part of the compliance picture for your staff. It does not change your own Innovator Founder conditions.

Family. The domestic abuse dependants changes concern family members on dependant routes. Innovator Founder dependants are partners (spouse, civil partner, unmarried partner) and dependent children, and a partner must meet Appendix Relationship with Partner. If anyone in your family is affected by the circumstances these changes address, specialist advice matters more than any general article.

Students and visitors. The Erasmus+ reassociation changes concern Visitor and Student routes. If you are a student planning to switch to Innovator Founder after completing your course, your switching conditions come from the caseworker guidance, not from HC 584. Note that you cannot switch in-country from Visitor or Short-term Student. See Who cannot switch to Innovator Founder.

What HC 584 did not do

The most significant fact about HC 584 for many founders is what it left out. Practitioner commentary reports that it did not introduce earned settlement. The consultation on earned settlement ran from 20 November 2025 to 12 February 2026, and the government response had not been published as of late September 2026. HC 1691 and HC 259 did not implement it either.

That means the settlement rules in the current caseworker guidance continue to apply: last permission on Innovator Founder, 3 years' continuous residence with no more than 180 days' absence in any 12-month period, Knowledge of Life in the UK unless you are 65 or over, and an endorsement letter confirming the business criteria including at least 2 of the 7 growth criteria. For where the proposals stand, see Earned settlement: where it stands in October 2026.

What to do now

  • If your application is pending or about to be made, check the validity requirements against your documents, especially the endorsement date and the Immigration Health Charge period.
  • If you are varying an application or relying on a fee waiver, read the HC 584 amendments or take advice.
  • If you sponsor staff or have family on dependant routes, check whether the modern slavery or domestic abuse changes affect them.
  • Keep planning on the current settlement rules, not on proposals.
