Three Statements of Changes to the Immigration Rules were laid between March and September 2026: HC 1691, HC 259 and HC 584. Read individually, each looks like it has little to say about the Innovator Founder route. Read together and organised around the people in a founder's business, they tell a clearer story.

This scorecard sets out what each Statement is reported to have touched for four groups — the founder, co-founders, staff and family — and what none of them did. The facts on these Statements come from practitioner commentary rather than our own reading of the full legal text, and are attributed as such.

The three Statements at a glance

StatementLaidMain effective dates (reported)Practitioner description
HC 16915 March 20268 April 2026; 1 July 2026; 26 March 2027Several route changes, mostly outside Innovator Founder
HC 2599 July 202630 July / 3 August 2026Largely incremental; standardised compliance requirements
HC 5843 September 2026Mostly 8 October 2026Modern slavery, Erasmus+, domestic abuse dependants, procedural

All three appear in the GOV.UK collection of Statements of Changes. For the full year in sequence, including HC 1333 and the fee rise, see the Innovator Founder changes timeline.

Two caveats. First, this table summarises practitioner commentary, not the legal text; anyone directly affected should read the relevant part of the Statement. Second, "no specific change reported" means exactly that — not a guarantee that nothing in a long instrument could touch your situation.

What each Statement means in practice

HC 1691 is the one with the most indirect reach. Its effects on Skilled Worker and Global Talent matter to the people a founder hires or co-founds with. Its settlement English change matters to partners. We covered it in detail in HC 1691 explained, and the family angle in B2 settlement English in 2027 and dependants.

HC 259 is the one most likely to stop an in-country application. Its standardised compliance requirement matches what the Innovator Founder caseworker guidance already said under suitability, and version 11.0 of that guidance (4 August 2026) updated its immigration bail references shortly after. See HC 259 and the compliance rules for in-country founders.

HC 584 is mostly procedural for founders. Its headline topics sit on other routes, but procedural amendments on fee waivers, variations and biometrics sit close to the validity requirements every applicant must meet. See HC 584: what founders need to know.

Some changes that did matter to founders in 2026 came from outside these Statements entirely. Fees rose on 8 April 2026 under the Home Office fees table (to £1,357 outside the UK, £1,693 inside, £3,226 for settlement). The endorsing bodies page restricted the Global Entrepreneurs Programme to Innovator Founder only on 16 March 2026 and removed several legacy bodies. And the caseworker guidance moved to version 11.0. For how to catch all of these, see How to track Innovator Founder rule changes.

What to do with this

  • If you are applying in-country, the HC 259 compliance requirement is the one to check first.
  • If you sponsor or plan to sponsor staff, read the Skilled Worker parts of HC 1691 and HC 584.
  • If your partner will apply for settlement on or after 26 March 2027, plan for B2 English, subject to the detail of HC 1691.
  • If you are waiting for earned settlement, keep planning on the current rules; no Statement in 2026 has changed them.

Key takeaways

  • HC 1691, HC 259 and HC 584 made no reported headline change to the Innovator Founder points test or endorsement criteria.
  • HC 1691's reach is mostly indirect: Skilled Worker staff, Global Talent co-founders and partners' settlement English from 26 March 2027.
  • HC 259's standardised "not in breach / not on immigration bail" requirement matters most to in-country switchers and extension applicants.
  • HC 584 is mostly procedural for founders, with family and staff changes on other routes.
  • None of the three implemented earned settlement; plan on the current settlement rules.
