Settlement English is one of the quieter items in the March 2026 Statement of Changes, HC 1691. Practitioner commentary reports that it raises the English level required for settlement on many routes from B1 to B2, starting 26 March 2027. For Innovator Founder main applicants, that probably changes little: the route already requires B2 at the first application. But settlement is often a family event, and partners are in a different position.
This article explains what has been reported, why it matters less for founders than for their partners, what is not yet known, and how a family can plan sensibly without treating unconfirmed detail as settled law.
What has been reported
HC 1691 was laid on 5 March 2026. Practitioner commentary describes several changes in it, including a rise in the settlement English requirement on many routes from B1 to B2, effective from 26 March 2027. We cover the wider Statement in HC 1691 explained.
We have treated this as reported, not confirmed, for two reasons. First, the detail comes from practitioner analysis rather than an official summary we can quote. Second, "many routes" is not the same as "every applicant on every route", and the way a rule like this applies to dependants can differ from how it applies to main applicants.

Why main applicants are probably fine
The Innovator Founder route already requires English at CEFR B2 in all four components, reading, writing, speaking and listening, unless the applicant is exempt. A main applicant granted on the Innovator Founder route will, in the normal course, have either shown B2 or been exempt. See the B2 English requirement for more detail.
So if the reported change lands as described, a founder who met B2 at entry is not facing a new standard. The open question is about evidence: whether an earlier English test or qualification will be accepted again at settlement. That is an operational detail to check on GOV.UK and in the Appendix English Language when you prepare your application.
Why partners may need to plan
Partners join the Innovator Founder route as dependants. The guidance says partners must meet Appendix Relationship with Partner; the B2 requirement in the Innovator Founder points table applies to the main applicant. That means a partner may have arrived without ever showing English at B2. Check what, if anything, your partner was asked to show when they joined you.
If the reported change applies to a partner's settlement application made on or after 26 March 2027, the partner may need to show B2. The practical difference between B1 and B2 can mean months of study for some people, so knowing early matters.
A hypothetical family: a founder arrives in late 2025 with their partner. Their three-year mark falls in late 2028, after 26 March 2027. The founder showed B2 at entry. The partner has not taken an English test. If the change applies to the partner's settlement application as reported, they will want to plan for it now rather than discover it when the endorsement letter arrives.
What is not yet known
Several things should be confirmed before anyone relies on the change:
- Exact scope. Which routes and which categories of applicant, main and dependant, are covered.
- Transitional arrangements. Whether people already on a route before 26 March 2027 are treated differently.
- Evidence. Whether earlier tests or qualifications can be reused at settlement.
- Earned settlement. The separate consultation, "A Fairer Pathway to Settlement", ran from 20 November 2025 to 12 February 2026. Its government response had not been published as of late September 2026, and none of HC 1691, HC 259 or HC 584 implemented it. Any future change could interact with English requirements in ways that cannot be predicted now. See where earned settlement stands.
A sensible plan for founder families
- Map your dates. Work out when your three-year settlement date falls relative to 26 March 2027. The settlement letter must be no more than three months old when you apply, so think about the application date, not just the anniversary.
- Check your partner's English evidence. Find out what, if anything, your partner has already shown, and at what level.
- Read the official position. Check GOV.UK and the Appendix English Language for how settlement English applies to partners on your route.
- Take advice if your dates are close to the line. An immigration solicitor can confirm how the rules apply to your family.
- Keep the rest of the settlement plan moving. English is one item. The business criteria and the settlement checklist still decide the main application.
