Most of the Innovator Founder settlement application is about your business: the endorsement letter, the two-of-seven criteria, the 12-month sustainability confirmation. One requirement has nothing to do with the business at all. Unless you are 65 or over, you need to meet the Knowledge of Life in the UK requirement. It is cheap and, for most people, very manageable. The risk is leaving it too late.

This article covers what the caseworker guidance says about the requirement, what it costs, and how to fit it into your settlement timeline. It deliberately does not cover the content of the test or detailed booking rules; for those, go to GOV.UK directly, because they are operational details that can change.

Where the requirement sits

The guidance lists these settlement requirements on the Innovator Founder route:

RequirementDetail
Application form"Settlement Innovator", made from inside the UK
Last permissionInnovator Founder
Continuous residenceThree years, no more than 180 days' absence in any 12-month period
Endorsement letterNo more than three months old, with the required confirmations
Knowledge of Life in the UKRequired unless aged 65 or over

Everything else on that list depends on your business, your endorsing body or your travel history. The knowledge requirement depends only on you. That makes it the easiest requirement to complete early, and the most avoidable one to get stuck on. The full list is in our settlement checklist.

The under-65 rule

The guidance applies the requirement unless you are aged 65 or over. If you are under 65 on the date you apply, plan to meet it. If you will turn 65 around your settlement date, check the position carefully on GOV.UK before deciding not to take the test, because the age that matters is a detail you should confirm rather than assume.

What it costs

ItemFee
Life in the UK test£50
Innovator Founder ILR (for comparison)£3,226

Both figures are from the Home Office fees table from 8 April 2026. The test is a tiny part of the settlement budget, but a resit adds another £50, and more importantly can add weeks. For the whole cost picture across three years, see the full cost of the Innovator Founder visa.

When to book

There is no single right date, but there are two wrong ones: too late to resit before your application, and so late that it collides with the other time-sensitive parts of your settlement.

The time-sensitive part is the endorsement letter, which must be no more than three months old when you apply. In the weeks around that letter you will also be gathering evidence for your criteria and your 12-month sustainability forecast. You do not want to be revising for a knowledge test at the same time.

A sensible planning sequence:

  1. Year two: confirm whether you need the test, and read the official material on GOV.UK.
  2. Early year three: book and take the test, leaving room for a resit.
  3. Months before your three-year date: agree the settlement assessment timing with your endorsing body.
  4. Within three months of applying: receive the settlement letter, then submit.

See the three-month endorsement letter window for the letter timing in detail.

Fitting the test around travel

The settlement rules also require three years' continuous residence with no more than 180 days' absence in any 12-month period. Founders who travel often for sales, investors or family should plan the test date around periods when they know they will be in the UK, and should not let a busy trip schedule push the test into the final months. If you are already close to the absence limit in any rolling 12-month window, that is another reason to settle the test early and keep the last stretch before your application as predictable as possible.

If you are applying as a family

If your partner will also apply for settlement, look up the requirements that apply to their application on GOV.UK rather than assuming they mirror yours. If they also need the test, booking both around the same time keeps the household timeline simple and the cost predictable: £100 for two adults at current fees.

A separate change has been reported for settlement English requirements on many routes. According to practitioner commentary on HC 1691, the settlement English requirement on many routes rises from B1 to B2 from 26 March 2027. Innovator Founder main applicants already show B2 English at their initial grant. For what this may mean for partners, see B2 settlement English from 2027 and HC 1691 explained.

What if earned settlement changes the picture?

The earned settlement consultation, "A Fairer Pathway to Settlement", ran from 20 November 2025 to 12 February 2026. The government response had not been published as of late September 2026, and none of the 2026 Statements of Changes implemented it. Nothing in it changes the current Innovator Founder settlement requirements today. See where earned settlement stands.
