Why the same three bodies endorse Scale-up and Innovator Founder

UK Endorsing Services, Innovator International and Envestors endorse for both Scale-up and Innovator Founder. What that does, and does not, tell founders.

Look at the GOV.UK endorsing bodies page and you will notice that the three Business Endorsing Bodies are not described as Innovator Founder endorsers. They are listed under a heading that covers both Innovator Founder and Scale-up. The same three organisations, UK Endorsing Services, Innovator International and Envestors Limited, sit behind both routes.

That is a structural fact, and it is easy to read too much into it. This article sets out what the overlap is, what it reasonably suggests about how to present your business, and where the two routes must be kept apart.

The fact: one list, two visas

The GOV.UK page groups endorsers like this:

GroupBodiesInnovator FounderScale-up
Business Endorsing BodiesUK Endorsing Services, Innovator International, Envestors LimitedYesYes
Global Entrepreneurs ProgrammeGEPYes, invited founders onlyNo
Legacy Innovator Endorsing BodiesAbout 60Existing endorsees onlyNot listed for Scale-up

The 16 March 2026 update to the page specified that the GEP can only endorse for Innovator Founder. The Business Endorsing Bodies list itself has not changed since 2024. For the full current picture, see who can endorse a new Innovator Founder in October 2026.

What the overlap does not mean

It is tempting to conclude that, because the same bodies handle both routes, they assess Innovator Founder applicants against Scale-up standards. Nothing in the Innovator Founder caseworker guidance says that, and you should not assume it.

The Innovator Founder test is set out in its own guidance (version 11.0, published 4 August 2026). For a new business it requires:

  • a business plan you generated or significantly contributed to, with a day-to-day role for you, at least two contact point meetings, and you as sole founder or an instrumental member of the founding team (30 points);
  • a plan that is innovative, viable and scalable, with the endorsing body stating it is satisfied and briefly explaining why (20 points);
  • for first endorsements after 13 April 2023, confirmations that you are fit and proper, that there are no concerns about the legitimacy of your funds or their transfer, and no illicit or unexplained wealth.

The business must also be new: the guidance permits joining a company after Companies House registration only if it had not yet commenced trading. That rule is specific to Innovator Founder, and we do not set out Scale-up's own requirements here; if you are weighing that route, read its GOV.UK guidance and take advice.

What the overlap reasonably suggests

With that caution in place, there is a sensible inference to draw. The organisations assessing your early-stage plan are, by GOV.UK's own listing, also the endorsers for the Scale-up visa. It is reasonable to expect them to read your plan with growth in mind.

That inference is consistent with the Innovator Founder guidance itself. The scalable limb asks for evidence of structured planning and potential for job creation and growth into national and international markets. The viable limb asks whether the plan is realistic and achievable given your resources, and whether you have, or are actively developing, the skills, knowledge, experience and market awareness to deliver it.

In practice that points to a plan that:

  1. Shows a believable path from first customers to a larger UK business, with milestones rather than a single headline number.
  2. Links hiring to that path, so job creation follows from the plan rather than being bolted on.
  3. Explains when and how you would expand beyond the UK, if that is part of your ambition, with the evidence you already have.
  4. Stays realistic about resources, because a growth story that your funding and skills cannot support fails the viability test.

For more on presenting growth credibly, see the £100k-per-employee scalability heuristic, modelling job-creation cost and vague TAM and the fifty-billion-pound market.

Why the growth lens carries through to settlement

The growth focus does not end at endorsement. To settle, the endorsement letter must confirm, among other things, that the business is sustainable for at least the next 12 months and meets at least two of seven criteria. Several of those are explicitly about scale: at least £1 million in annual gross revenue in the last full year of accounts; at least £500,000 with at least £100,000 from exports; the equivalent of at least 10 full-time jobs for settled workers; or at least 5 such jobs with a mean salary of at least £25,000 a year.

A plan that sets out a credible growth path from the start gives you something to measure against at each contact point and, eventually, at settlement. See the two-of-seven growth criteria.

What might change

Two caveats on stability. First, the Home Office can change the list at any time; check the GOV.UK page and its change log before you apply. Second, the Migration Advisory Committee's Talent Review of the Global Talent and Innovator Founder routes had not published its final report as of 22 October 2026. What it will recommend, and whether that touches endorsement, is unknown.

Key takeaways

  • UK Endorsing Services, Innovator International and Envestors Limited endorse for both Innovator Founder and Scale-up; the GEP is Innovator Founder only.
  • The overlap does not merge the rules: Innovator Founder endorsement follows its own guidance for new, not-yet-trading businesses.
  • A reasonable inference is that these bodies read plans with growth in mind, which matches the guidance's scalability wording.
  • Show a credible growth path, hiring linked to it, and realistic resourcing.
  • The same growth lens returns at settlement through the two-of-seven criteria.
