The Global Entrepreneurs Programme (GEP) is one of the four names you will see on the GOV.UK page listing who can endorse new Innovator Founder applicants. It is also the one most often misunderstood. Founders see it on the list, assume it is a fourth option alongside the commercial endorsers, and start looking for an application form.
There is not one in the sense they expect. GOV.UK describes the GEP as endorsing only founders who have already been invited onto its programme, and an update on 16 March 2026 confirmed it endorses for Innovator Founder only. This article explains what that means in practice and how it should shape your planning.
What GOV.UK actually says
The GOV.UK publication "Endorsing bodies: Innovator Founder and Scale-up visas" (checked 22 October 2026) sorts endorsers into three groups:
| Group | Who | Covers | Who can use it |
|---|---|---|---|
| Business Endorsing Bodies | UK Endorsing Services, Innovator International, Envestors Limited | Innovator Founder and Scale-up | Any eligible founder |
| Global Entrepreneurs Programme | GEP | Innovator Founder only | Founders already invited onto its programme |
| Legacy Innovator Endorsing Bodies | About 60 organisations | Existing endorsees only | No new applicants |
The page's change log records the 16 March 2026 update that specified the GEP can only endorse for Innovator Founder. That is the whole of the official position published on this page. It does not describe how founders come to be invited, and we will not guess at the criteria.
What "invite only" means for your plan
The practical consequence is simple. The GEP is not somewhere you send a business plan and wait for a decision on an endorsement. If you have not been invited onto its programme, plan your application around one of the three Business Endorsing Bodies.
That matters for timing. A founder who spends weeks trying to reach the GEP for an endorsement, without an invitation, has lost time they could have spent preparing for an assessment that is actually open to them. And because an endorsement letter must be issued no more than three months before your visa application date, delays at the front end can squeeze the window at the back end. We cover that timing rule in the three-month endorsement validity window.
Innovator Founder only: why the Scale-up point matters
The 16 March 2026 update specified that the GEP endorses for Innovator Founder only. The three Business Endorsing Bodies, by contrast, are listed for both Innovator Founder and Scale-up.
For most founders this distinction makes no difference: you are applying for Innovator Founder. It matters mainly if you were weighing up both routes and assumed every listed endorser handles both. They do not. If you are thinking about the overlap between the two visas, see why the same three bodies endorse Scale-up and Innovator Founder.
The rules that apply whoever endorses you
An endorsement is only the first step. Once you have one, the Home Office caseworker guidance (version 11.0, published 4 August 2026) applies the same tests to your visa application. Nothing in that guidance sets out a separate track for GEP-endorsed applicants. The core requirements include:
- Letter validity — the endorsement letter must be issued no more than 3 months before the application date and not withdrawn.
- Letter contents — the endorsing body's name, a reference number, date of issue, your name, date of birth, nationality and passport number, and the name and contact details of an individual at the body who will verify the letter. See what an endorsement letter must contain.
- Post-April 2023 confirmations — for first endorsements after 13 April 2023, confirmation that you are a fit and proper person, that there are no concerns over the legitimacy of funds or how they were transferred, and no reason to believe you or the business benefit from illicit or unsatisfactorily explained wealth.
- Points — 70 points, with 50 from the new-business criteria (business plan 30, innovative/viable/scalable 20), plus English at B2 (10) and financial (10).
- Verification — caseworkers verify every endorsement via the Innovator Founder route inbox.
The ongoing obligations also apply: at least two contact point meetings, normally after 12 and 24 months, and the endorsing body can withdraw endorsement at any time, including after approval. For more on those meetings, read contact point meetings.
What we do not know
Two things are worth saying plainly.
First, GOV.UK does not publish how founders are selected for the GEP, so any claim you read about invitation criteria should be checked at source before you rely on it.
Second, the wider route is under review. The Migration Advisory Committee ran a call for evidence on the Global Talent and Innovator Founder routes, open until 1 May 2026, as part of a review of how the immigration system could attract international global talent. Its June 2026 minutes record roundtable evidence on both routes being summarised. No final report had been published as of 22 October 2026. Whether that review will say anything about endorsing arrangements, including the GEP, is unknown.
How to choose your next step
- If you hold a GEP invitation, speak to the programme about its endorsement process and keep the three-month letter validity in mind.
- If you do not, shortlist from UK Endorsing Services, Innovator International and Envestors Limited. Our comparison of the three endorsing bodies is a starting point.
- Before approaching any body, test whether your plan clearly shows it is innovative, viable and scalable. You can run a free assessment to see where the gaps are.
